Georgy Kapustin is a Barrie Ward 10 resident running to represent Ward 10 on Barrie City Council.
Georgy immigrated from Russia to Canada with his parents and siblings in 2001 and has lived most of his life in Canada. That experience shaped his respect for hard work, adaptation, and the importance of building a stable life in a community people can call home.
He earned an Honours Bachelor of Commerce in Accounting from York University, with training in financial reporting, auditing, planning, and critical questioning. That background taught him to look beyond surface numbers and ask whether commitments are realistic, supported, and accountable.
By trade, Georgy is an IT professional with more than 15 years of experience working with software systems, process quality control, project requirements, and end-user needs. His career strengthened the habits that matter in public service: listening carefully, checking details, following through, communicating clearly, and understanding how decisions affect the people who rely on the result.
Georgy moved to Barrie in 2023 after living nearby in Newmarket for more than a decade and visiting Barrie often before making it home. He was drawn to Barrie's waterfront, its less hectic pace, and its residential communities, which reminded him of the kind of neighbourhood life many people remember from the Toronto area about 20 years ago.
He is running because he believes Barrie's growth should be responsible, family-focused, and connected to the real needs of existing residents. For Georgy, public decisions should be measured not only by what gets approved, but by whether they improve daily life for the people who already call Barrie home.
Georgy has been driving Uber almost full time for about a year and a half. It started as practical work during a difficult IT job market, but it has also become one of the most direct ways for him to meet and listen to people across Barrie.
Many riders remember Georgy because Sweetie, his dog, was often part of the ride experience. Sweetie became an informal ambassador in the car, making rides more relaxed and helping turn short trips into more open conversations.
Through those conversations, Georgy continues to hear a consistent message: people want Barrie to grow, but they do not want it to lose the community character that makes it feel like home. They want growth decisions to reflect what residents are experiencing on the ground, not just what looks workable on paper.
Some residents have encouraged Georgy to run after hearing how closely he has been following local projects and how strongly he connects planning decisions to daily life. That encouragement helped turn concern into action.

I am running because Barrie needs growth that is responsible, practical, and connected to the daily lives of the people who already call this city home.
I will not treat growth as a checkbox. Before supporting major decisions, I will demand clear answers about whether roads, transit, services, parks, schools, local jobs, and neighbourhood plans can actually support what is being approved. When the answer is no, I will push for practical alternatives to be proposed, evaluated, and implemented before residents are left carrying the cost.
I will be present in the community, listen before decisions are made, and communicate clearly about the tradeoffs residents are being asked to accept. People should not have to learn about major impacts only after construction, congestion, or service pressure reaches their doorstep.
Each city ward elects its own councillor, but decisions in one part of Barrie affect the whole city. I will represent Ward 10 while also taking city-wide concerns seriously, because traffic, housing, employment, infrastructure, and public services do not stop at ward boundaries.
What that means in practice:
- Be accessible to residents with local and city-wide concerns.
- Ask hard questions about infrastructure before major growth is approved.
- Push for clearer communication before residents are affected.
- Support local employment and a stronger local economy.
- Protect Barrie's community feel while planning for the future.
